NEW YORK CITY, March 9, 2008- With the introduction provided by Jewelers Vigilance Committee Chief Executive Officer Cecilia Gardner of Robin Spector an attorney for the Federal Trade Commission, the presentation of “Colored Gemstone Sales: Are you Compliant or at Risk?” was launched and the results were both detailed and fascinating.
Ms. Spector explained the position of the FTC with respect to the guidelines and summarized the guidelines with the following, “It is unfair or deceptive to fail to disclose that a gemstone has been treated if: (1) the treatment is not permanent; (2) the treatment creates special care requirements for the gemstone; or (3) the treatment has a significant effect on value.”

Ms. Gardner then introduced Christopher Smith, Chief Gemologist of American Gemological Laboratories, who presented a fascinating view of treatments in colored gemstones that are quite common and would require some disclosure on the part of the seller.
